To PSOs fraternity,
On behalf of TUPSA leadership, I thank you for the support you have given towards the massive training prograTo PSOs fraternity,

On behalf of TUPSA leadership, I thank you for the support you have given towards the massive training programme of former Special Election Police Constables into Private Security Organisations. This has been a historic achievement by yourselves and the Uganda Police Force and the Government.

In course of the passing out of the trainees, I lost a relative and travelled by road over 1000km from Olilim, Katakwi to attend to this tragedy without disrupting the ongoing activities but only informed the TUPSA Executive whom I remotely steered todate and I owe them special gratitude for the work they have executed so far because we are a team which you elected to lead this unique and important sector.
Throughout, I have followed keenly the concerns expressed by members on the platforms for companies that have participated in the training of the trainees and taken note of them.

The exercise, we have undertaken is unprecedented and challenging to TUPSA and Uganda Police Force leadership and we have got lessons learnt given the short time we had and the massive numbers of trainees involved.

Starting a programme of such magnitude with a national outreach is not easy especially with under resourced and thin-on the-ground TUPSA Secretariat.
As TUPSA leadership, when the absorption of SPCS was introduced to us by the Uganda Police Force under direction of IGP Byakagaba Abas, whom we greatly appreciate, we called meetings of PSOs family and you welcomed it and gave us a go-ahead to implement it.

Moving forward, we got enormous interest of Psos wishing to have over 14,000.
A TUPSA-Uganda Police Force committee was set up to lead the exercise and we are grateful for the work so far done despite the challenges of having such ever programme.

As TUPSA leadership, given the massive interest, we resolved to go for inclusivity as it involved national coffers by extension every member of PSOs that showed interest to share on what we internally called, “national cake”.

As leadership of TUPSA, we went for equitable distribution of the national cake by having every private security company which shows profound interest to share from what Uganda Police can train in the first lot of 7000 trainees as per the carrying capacity of the training academy in Olilim even when they have never handled such huge numbers.

A decision was taken by the leadership of TUPSA, that we should have all PSOs that are willing to participate in the exercise be guided by “Equitable distribution” principle as opposed to winner takes it all. It would have been unfortunate to some PSOs if we allowed 10 or more companies take all the 7018. For instance, as a leader, despite paying for the numbers, my company booked a d paid for, I have only received 25 percent of the numbers on understanding, my company will be compensated in the next training lot which TUPSA has requested the UPF and government to take up and inline with what the government has already committed before Parliament.

As I explained before the IGP, the PSOs Directors in Olilim pass out and on our platforms, TUPSA leadership had to have all companies that booked and supported the exercise in one way or the other, get atleast a share of the trainees and those that remain are passed on to the next training session soon with guidance of the IGP as per the records of companies in TUPSA possession.
Moving forward:

Because I can’t give explanation to each individual requests and those who come into my inbox, telephone calls and other forms of communication, we use the dedicated platforms of TUPSA and the companies that participated in the training in Olilim.

1. All your concerns are noted and being reviewed collectively for the future improvement and address very soon and request your patience to complete the exercise ongoing.

2. Give time to TUPSA leadership to assess and review the ongoing exercise to enable us give a comprehensive plan way forward including companies that received less than what they booked for in regards to TUPSA leadership position of Equitable distribution as opposed to winner takes it all.

3. With exception of any PSOs that may not have been given any trainees from Olilim and had booked and facilitated will be attended to by TUPSA upon review of the ongoing exercise.

4. Respect for each other either us in leadership and the led is key as we are all working for the good of the industry and Uganda.

5. This training exercise is a test time of how PSOs can manage it’s self and through TUPSA as we are seeing light at the end of the tunnel under our long held slogan, #WeAreOne.

6. TUPSA is a responsible, national organisation and gaining respect as you have witnessed so far and any contribution and commitment will be accounted.

7. Respect for and integrity of the partnership between TUPSA and Uganda Police Force is foundation of our future role in the national security architecture.

8. A meeting of all PSOs is being organized to review and assess the direction of the sector.
