The private security sector in Uganda operates within a set of established guidelines designed to promote professionalism, accountability, and public confidence. Industry guidelines provide Private Security Organisations (PSOs) and personnel with clear standards for operations, personnel management, and ethical conduct, ensuring that services are delivered responsibly and effectively.

Operational Standards

  • PSOs are expected to adhere to consistent operational procedures that cover all aspects of service delivery. This includes:
  • Proper deployment of guards in accordance with client requirements and risk assessments.
  • Clear rules of engagement for security personnel, including lawful use of force.
  • Accurate record-keeping for daily activities, incidents, and guard assignments.
  • Timely communication with supervisors and command centres to ensure coordinated responses to incidents.

Personnel Management

  • The guidelines emphasise careful recruitment, training, and supervision of personnel:
  • Comprehensive vetting of all security staff, including identity verification, background checks, and character assessments.
  • Mandatory training in security skills, customer service, and respect for human rights.
  • Continuous professional development to maintain high standards and adapt to evolving security challenges.

Ethics and Accountability

  • PSOs are required to maintain high ethical standards in all operations:
  • Guards and staff must act with integrity and impartiality.
  • Confidentiality and professionalism must be upheld at all times.
  • Misconduct or breaches of protocol should be reported and addressed immediately, ensuring accountability at all levels.

Collaboration and Compliance

  • The guidelines encourage PSOs to work in partnership with national authorities:
  • Coordination with the Uganda Police Force and other relevant regulatory bodies.
  • Compliance with licensing, legal, and operational standards set by the government.
  • Participation in initiatives to improve safety, prevent crime, and protect the public.
